Subject Anti-corruption Agencies


Anti-corruption agencies are trying to create an anti-corruption friendly environment through various activities and programs. Many countries are striving to increase their ranking in the Anti-Corruption related Index with the similar efforts to increase status of their economic power or quality of life withing their countries. Local and global
agencies and organizations are collaborating each other through global cooperation.


Transparency International

Transparency International is organized as a group of some 100 national chapters, with an international secretariat in Berlin, Germany. Originally founded in Germany in May 1993 as a not-for-profit organization, Transparency
International is now an international non-governmental organization, and claims to be moving towards a completely democratic organizational structure. Since 1995, Transparency International has issued an annual Corruption
Perceptions Index (CPI). It also publishes an annual Global Corruption Report, a Global Corruption Barometer and a Bribe Payers Index. Transparency International does not undertake investigations on single cases of corruption or expose individual cases. It develops tools for fighting corruption and works with other civil society organizations, companies and governments to implement them. UN Global Compact

The Global Compact is a United Nations initiative to encourage businesses worldwide to adopt sustainable and
socially responsible policies, and to report on their implementation. The Global Compact is a principle-based
framework for businesses, stating ten principles in the areas of human rights, labour, the environment and
anti-corruption. It was first announced by the former UN Secretary-General Kofi Annan in an address to the World Economic Forum on January 31, 1999, and was officially launched at UN Headquarters in New York on July 26,
2000. Under the Global Compact, companies are brought together with UN agencies, labour groups and civil

Anti-Corruption and Civil Rights Commission

The Anti-Corruption & Civil Rights Commission (ACRC) was launched on February 29, 2008 by the integration of the Ombudsman of Korea, the Korea Independent Commission against Corruption and the Administrative Appeals
Commission. The Anti-Corruption & Civil Rights Commission continues to overhaul a legal and institutional
framework to offer more convenient and efficient public service to the people, resolve people's grievances and as swiftly as possible, and spread a culture of integrity throughout the society to create a more advanced country
where civil rights are fully respected and rule of law is abided by. (Tel. 110)


Fair Trade Commission

The Korea Fair Trade Commission (KFTC) is a ministerial-level central administrative organization under the
authority of the Prime Minister and also functions as a quasi-judiciary body. The Commission formulates and
administers competition policies. It also deliberates, decides, and handles antitrust cases. The KFTC performs its
roles and duties independently without any intervention from an outside organization. The secretariat is directly
involved in drafting and promoting competition policies, investigating antitrust issues, presenting them to the
committee, and handling them according to the committee's decision. The KFTC is committed to four main
mandates : promoting competition, strengthening consumers' rights, creating a competitive environment for SMEs
and restraining concentration of economic power. To that end, the Commission enforces 12 laws including the
Monopoly Regulation and Fair Trade Act (MRFTA). (Tel. 044-200-4010)
